* WHAT...Northwest winds 15 to 20 kt with gusts up to 25 kt and
  waves 1 to 3 ft expected.

* WHERE...James River from Jamestown to the James River Bridge
  and James River from James River Bridge to Hampton Roads
  Bridge- Tunnel.

* WHEN...From 4 AM to 10 AM EDT this morning.

* IMPACTS...Conditions will be hazardous to small craft.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Inexperienced mariners, especially those operating smaller
vessels, should avoid navigating in hazardous conditions.
