In west central Arkansas, Franklin. * WHEN...Until 930 PM CDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 732 PM CDT, Doppler radar indicated heavy rain due to thunderstorms.
