WIND CHILLS WILL REMAIN 15 BELOW TO NEAR 30 BELOW ZERO THIS
MORNING. DANGEROUSLY COLD WIND CHILLS OF 20 BELOW TO NEAR 35
BELOW ZERO ARE EXPECTED TO DEVELOP AGAIN TONIGHT.

WINDS GUSTING AS HIGH AS 30 TO 40 MPH WILL CAUSE AREAS OF BLOWING
AND DRIFTING SNOW THROUGH MID AFTERNOON....ESPECIALLY ACROSS AND
EAST OF THE SISSETON HILLS. PLAN ON AREAS OF POOR VISIBILITIES TO
LESS THAN A QUARTER OF A MILE AT TIMES...AND SLICK ROADWAYS TO
CREATE DIFFICULT DRIVING CONDITIONS AT TIMES.
