* WIND...NORTH WINDS OF 5 TO 15 MPH TODAY...BECOMING LIGHT THIS
  AFTERNOON...INCREASING OVERNIGHT TO AROUND 5 TO 15 MPH OUT OF
  THE SOUTHWEST.

* WIND CHILL VALUES...20 TO 30 BELOW ZERO.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL ADVISORY MEANS THAT VERY COLD AIR AND STRONG WINDS
WILL COMBINE TO GENERATE LOW WIND CHILLS. THIS WILL RESULT IN
FROST BITE AND LEAD TO HYPOTHERMIA IF PRECAUTIONS ARE NOT TAKEN.
