...A STRONG THUNDERSTORM OVER THE WATERS...

The areas affected include...
  Coastal Waters east of Puerto Rico, around Vieques, and around and
  just north of Culebra and Saint John...

At 843 AM AST, Doppler radar indicated a strong thunderstorm,
capable of producing winds to around 30 knots, and heavy rainfall.
This thunderstorm was located over just south of Vieques, moving
northwest at 10 knots.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners can expect gusty winds to around 30 knots, locally higher
waves, and lightning strikes. Boaters should seek safe harbor
immediately until this storm passes.
