...MODERATE DROUGHT CONDITIONS HAVE DEVELOPED OVER FAR
SOUTHWESTERN AND PORTIONS OF THE EASTERN SANDHILLS...


.SYNOPSIS...

UNSEASONABLY WARM AND DRY CONDITIONS SET IN DURING THE SECOND WEEK
OF OCTOBER AND HAVE PERSISTED THROUGH THE FIRST HALF OF NOVEMBER.
OCTOBER 2016 WENT DOWN AS THE 6TH WARMEST ON RECORD FOR VALENTINE
AND 11TH WARMEST ON RECORD AT NORTH PLATTE. PRECIPITATION FOR
OCTOBER WAS NEAR NORMAL AT NORTH PLATTE AND VALENTINE...HOWEVER
ALMOST ALL OF THE PRECIPITATION WHICH FELL DURING OCTOBER OCCURRED
DURING THE FIRST WEEK OF THE MONTH. SO IN EFFECT...WESTERN AND NORTH
CENTRAL NEBRASKA...HAS NOT RECEIVED ANY APPRECIABLE PRECIPITATION
SINCE THE BEGINNING OF OCTOBER. THE COMBINATION VERY WARM
TEMPERATURES AND THE LACK OF RAINFALL...HAS LED TO THE ONSET OF
DROUGHT CONDITIONS OVER PORTIONS OF WESTERN AND NORTH CENTRAL
NEBRASKA.


.LOCAL AREAS AFFECTED...

AS OF NOVEMBER 17TH...ACCORDING TO THE US DROUGHT MONITOR...MODERATE
DROUGHT CONDITIONS WERE OCCURRING OVER DEUEL...WESTERN
KEITH...WESTERN PERKINS AND CHASE COUNTIES...AS WELL AS PORTIONS OF
GARFIELD AND WHEELER COUNTIES. ABNORMALLY DRY CONDITIONS WERE
OCCURRING OVER NORTHERN SHERIDAN...SOUTHERN GARDEN...EASTERN
KEITH...EASTERN PERKINS...HAYES...FRONTIER...SOUTHERN AND EASTERN
LINCOLN...CUSTER...LOUP AND SOUTHERN PORTIONS OF ROCK AND HOLT
COUNTIES.

AVERAGE TEMPERATURES FOR THE LAST 3 MONTHS SAW A RANGE FROM BELOW
NORMAL TO WELL ABOVE NORMAL.

.RIVER AND RESERVOIR CONDITIONS...

RIVER FLOWS ACROSS WESTERN AND NORTH CENTRAL NEBRASKA WERE SEASONAL
FOR THIS TIME OF YEAR. HIGHER FLOWS WERE NOTED OVER THE PAST MONTH
ALONG THE NORTH PLATTE RIVER DOWNSTREAM OF LAKE MCCONAUGHY. THIS WAS
IN RESPONSE TO INCREASED RELEASES FROM KINGSLEY DAM. THESE RELEASES
WERE REQUIRED TO BRING THE RESERVOIR TO ITS WINTER HOLDING CAPACITY.
AS OF NOVEMBER 17TH...THE ELEVATION OF LAKE MCCONAUGHY WAS 3257.6
FEET ABOVE SEA LEVEL AND WAS AT 87 PERCENT OF CAPACITY. THIS
COMPARES TO THE ELEVATION OF 3256.0 FEET ONE YEAR AGO. IN FLOWS INTO
LAKE MCCONAUGHY WERE NEARLY IDENTICAL TO A YEAR AGO AT AROUND 1350
CFS.


.FIRE DANGER IMPACTS...

AS OF THE MIDDLE OF NOVEMBER...ONE HOUR FUELS ACROSS WESTERN AND
NORTH CENTRAL NEBRASKA WERE CURED AND READY TO BURN ACROSS ALL OF
WESTERN AND NORTH CENTRAL NEBRASKA.

BOTTOM LINE...THE THREAT FOR WILD FIRES WILL CONTINUE INTO THE
WINTER MONTHS IF PRECIPITATION CONTINUES TO REMAIN MARGINAL AND
TEMPERATURES REMAIN ABOVE NORMAL.
