  UNSTABLE CONDITIONS.

* IMPACTS...DUE TO DRY FUEL CONDITIONS...ANY FIRE START HAS THE
  POTENTIAL FOR RAPID WIND DRIVEN SPREAD. ADDITIONALLY...FIRE
