THE NATIONAL WEATHER SERVICE IN THE TWIN CITIES HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  NORTHWESTERN GOODHUE COUNTY IN SOUTHEAST MINNESOTA...
  SOUTHERN DAKOTA COUNTY IN EAST CENTRAL MINNESOTA...

* UNTIL 1100 PM CDT

* AT 647 PM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED
  SLOW MOVING THUNDERSTORMS WITH VERY HEAVY RAINFALL ACROSS THE
  WARNED AREA. SINCE 3 PM...DOPPLER RADAR HAS INDICATED THAT 3 TO
  5 INCHES OF RAIN HAS FALLEN FROM HAMPTON TOWARD WELCH. MORE HEAVY
  RAIN CONTINUES TO APPROACH THE WARNED AREA...WITH ANOTHER 1 TO 2
  INCHES OF RAIN LIKELY THROUGH 8 PM.

* RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH FLOODING TO
  OCCUR. SOME LOCATIONS THAT WILL EXPERIENCE FLOODING INCLUDE...RED
  WING AND CANNON FALLS ALONG WITH RAVINES ALONG THE CANNON RIVER
  FROM CANNON FALLS TO RED WING.

DAKOTA COUNTY HAS CLOSED ORLANDO AVENUE AND HAS ADVISED THE PARTS OF
IT ARE BEGINNING TO WASH OUT.
