...STRONG WINDS THIS AFTERNOON TO PRODUCE AREAS OF BLOWING SNOW...

.STRONG NORTHWESTERLY WIND GUSTS UP TO 45 MPH COMBINED WITH SNOW
ALREADY ON THE GROUND AND SCATTERED SNOW SHOWERS WILL CAUSE
BRIEF PERIODS OF SIGNIFICANTLY REDUCED VISIBILITY ALONG AND WEST
OF THE RED RIVER VALLEY. TRAVEL WILL BE HAZARDOUS IN THESE AREAS.

  INTO THE EVENING.

* WINDS...NORTHWEST AT 25 TO 35 MPH WITH GUSTS UP TO 45 MPH.

* VISIBILITY...REDUCED TO A HALF MILE OR LESS IN OPEN COUNTRY IN
