*****DISCUSSION*****

AN EL NINO INFLUENCED WEATHER PATTERN SETUP ACROSS THE U.S. KEEPING
THE ARCTIC AIR LOCKED UP TO THE NORTH OF THE GREAT LAKES REGION
AND GENERALLY PROVIDED A MILDER WEST TO SOUTHWEST FLOW. THIS ALSO
TAPPED INTO AN UNSEASONABLY MOIST FLOW AT TIMES BRINGING RECORD
RAIN TO AREA ON THE 13TH TO THE 14TH...WHILE THE FIRST SIGNIFICANT
SNOWFALL ARRIVED ON THE 28TH TO 29TH. TEMPERATURES WERE ABOVE THE
DAILY AVERAGE FOR 30 OF THE 31 DAYS...WITH ONLY THE 19TH HAVING AN
AVERAGE THE WAS 1 DEGREE BELOW NORMAL.
