...VERY HEAVY RAIN CURRENTLY DEVELOPING WHICH WILL LEAD TO THE
POTENTIAL FOR FLASH FLOODING THROUGH MID MORNING...

.NUMEROUS THUNDERSTORMS HAVE DEVELOPED ALONG A WARM FRONT
EXTENDING FROM EASTERN SOUTH DAKOTA SOUTHEAST INTO SOUTHWEST
MINNESOTA. WITH TIME...THESE THUNDERSTORMS WILL ALIGN THEMSELVES IN A
WEST NORTHEAST TO EAST SOUTHEAST EARLY THIS MORNING AND WILL TRAIN
OVER THE SAME AREAS. VERY HIGH MOISTURE CONTENT IN THE ATMOSPHERE
WILL ALLOW FOR VERY EFFICIENT HEAVY RAIN PRODUCING STORMS WITH
RAINFALL RATES OF 2 INCHES PER HOUR POSSIBLE. THE HEAVIEST RAIN IS
CURRENTLY EXPECTED TO FALL ALONG AND JUST NORTH OF THE MINNESOTA
RIVER AND SOUTH OF I-94...TO AS FAR EAST AS RED WING MINNESOTA.
WIDESPREAD RAINFALL AMOUNTS OF 1 TO 3 INCHES ARE EXPECTED...WITH
LOCALIZED TOTALS OF 3 TO 6 INCHES POSSIBLE. THIS MUCH RAIN IN A
SHORT AMOUNT OF TIME WILL LEAD TO A HEIGHTENED THREAT FOR FLASH
FLOODING THIS MORNING.

  WISCONSIN...INCLUDING THE FOLLOWING AREAS...IN MINNESOTA...
  ANOKA...BLUE EARTH...CARVER...CHIPPEWA...DAKOTA...DOUGLAS...
  GOODHUE...HENNEPIN...KANDIYOHI...LE SUEUR...MCLEOD...MEEKER...
  NICOLLET...POPE...RAMSEY...RENVILLE...RICE...SCOTT...
  SHERBURNE...SIBLEY...STEARNS...STEELE...STEVENS...SWIFT...
  WASECA...WASHINGTON AND WRIGHT. IN WEST CENTRAL WISCONSIN...
  PIERCE AND ST. CROIX.

* UNTIL 10 AM CDT THIS MORNING.

* NUMEROUS THUNDERSTORMS PRODUCING TORRENTIAL RAIN WILL TRACK OVER
  SOME OF THE SAME AREAS REPEATEDLY EARLY THIS MORNING. WIDESPREAD
  RAINFALL AMOUNTS OF 1 TO 3 INCHES ARE FORECAST...WITH AS MUCH AS
  3 TO 6 INCHES FALLING IN LOCALIZED AREAS.

* DRIVING AT NIGHT DURING FLASH FLOOD SITUATION IS EXTREMELY
  DANGEROUS AS DRIVERS MAY UNDERESTIMATE THE DEPTH OF THE WATER
  OR MAY COME ACROSS AREAS PRONE TO WASHOUTS.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.

YOU SHOULD MONITOR LATER FORECASTS AND BE PREPARED TO TAKE ACTION
SHOULD FLASH FLOOD WARNINGS BE ISSUED.
