*****DISCUSSION*****

AN EL NINO INFLUENCED WEATHER PATTERN SETUP ACROSS THE U.S. KEEPING
THE ARCTIC AIR LOCKED UP TO THE NORTH OF THE REGION AND GENERALLY
PROVIDED A MILDER WEST TO SOUTHWEST FLOW. THIS ALSO TAPPED INTO AN
UNSEASONABLY MOIST FLOW AT TIMES BRINGING RECORD RAIN TO AREA ON THE
14TH...WHILE BRINGING 8.5 INCHES OF SNOWFALL ON THE 28TH TO 29TH.
TEMPERATURES WERE ABOVE THE DAILY AVERAGE FOR 27 OF THE 31
DAYS...WITH ONLY DAYS 18TH...19TH AND 31ST BELOW NORMAL.
