POST TROPICAL CYCLONE REPORT...TYPHOON SAOLA (27W)...CORRECTED

PRELIMINARY/FINAL

REPORT ON THE EFFECTS OF TYPHOON SAOLA (27W) FROM 19 OCT TO 27 OCT
2017 AS IT PASSED THROUGH THE WFO GUAM`S AOR AS A MONSOON DEPRESSION
IN THE VICINITY OF SAIPAN AND TINIAN AND THEN DRIFTED EAST, AND THEN
SOUTHEAST OF THE MARIANAS. AFTER BEING UPGRADED TO A TROPICAL
DEPRESSION BY JTWC ON 20 OCT (CHST)...TD 27W CONTINUED TO MOVE VERY
SLOWLY TO THE SOUTHWEST FOR THE NEXT SEVERAL DAYS. IT DID NOT BECOME
A TROPICAL STORM UNTIL 24 OCT WHILE IT WAS STILL JUST SOUTH OF GUAM.
NEXT, IT MOVED SLOWLY NORTHWESTWARD, PASSING BETWEEN GUAM AND YAP
STATE, WHILE INTENSIFYING ONLY SLIGHTLY. SAOLA DID NOT SIGNIFICANTLY
INTENSIFY UNTIL MUCH LATER WHEN IT WAS JUST SOUTH OF OKINAWA ON 27
OCT.

WHILE DOING VERY LITTLE WIND AND RAIN DAMAGE TO THE MARIANA ISLANDS,
SAOLA IN COMBINATION WITH THE EFFECTS OF SUPER TYPHOON LAN (25W)TO
ITS NORTHWEST CAUSED SIGNIFICANT AMOUNTS OF  COASTAL EROSION FOR A
SEVERAL DAY PERIOD FROM A COMBINATION OF NORTHWESTERLY SWELLS AND
EASTERLY SWELLS WITH PEAKS IN EXCESS OF 15 TO 20 FT OVER THE
SOUTHERN MARIANAS AND SEVERAL ISLANDS WITHIN YAP AND PALAU STATE.

GREATEST CONCERNS REGARDING SAOLA WERE THE EFFECTS OF THE COMBINED
SWELLS OVER THE MARIANAS AND ALSO YAP AND PALAU STATE. THE
UNCERTAINTY OF MOVEMENT AND INTENSIFICATION OF A WEAKLY DEFINED
SYSTEM SITTING JUST TO THE EAST AND SOUTHEAST OF THE MARIANA ISLANDS
ALSO CAUSED CONSIDERABLE DIFFICULTIES.RESULTING TROPICAL STORM
WATCHES WERE NOT UPGRADED TO WARNINGS BUT CREATED A CONSTANT CONCERN
FOR EMERGENCY PLANNERS WHEN GIVEN THE POSSIBILITY OF VERY LITTLE
TIME TO REACT...WHILE STILL AVOIDING OVER WARNING. THIS REQUIRED A
LOT OF COORDINATION BETWEEN JTWC AND WFO GUAM...AND BETWEEN WFO GUAM
AND THE VARIOUS EMERGENCY OFFICES.  A. LOWEST SEA LEVEL
PRESSURE/MAXIMUM SUSTAINED WINDS AND PEAK GUSTS
