...Notable river level rises observed on the Rio Grande...

Releases from Lake Luis Leon in Mexico have resulted in elevated
flows along the Rio Grande at the International Bridge in Presidio.
The river will rise to action stage, which is 12 feet, or 3.7
meters, Tuesday night and potentially stay elevated through the
week due to later releases.  In addition, heavy rainfall could
occur over Mexico and West Texas Wednesday and Thursday in
association with the remnants of Tropical Storm Odile.
Therefore, the potential exists for the Rio Grande to rise to or
above flood stage through midweek.
