.DISCUSSION...
Winds will increase by late morning as a strong upper level low
pressure system tracks southeast across the Texas Panhandle. Wind
direction will be out of the west from the morning through early
afternoon then shift to the northwest for the remainder of the
day. Wind speeds will peak late afternoon with 20 foot winds
between 30 and 35 mph. Speeds will slowly decrease through the
evening and overnight hours and remain out of the northwest.

Sky/weather.........Mostly sunny (20-30 percent). Patchy blowing
                    dust in the afternoon.
Transport winds.....Southwest 22 to 28 mph increasing to west 32 to

                    shifting to the northwest around 43 mph late in
                    the afternoon.
Mixing height.......200-1900 ft AGL increasing to 7200-8900 ft AGL.
