RAINFALL FOR THE PAST 30 DAYS ENDING ON JANUARY 27TH RANGED FROM
4 TO 6 INCHES ACROSS THE NORTHERN MIDLANDS UP TO 6 TO 10 INCHES
ACROSS THE CENTRAL SAVANNAH RIVER AREA.

                     ...SUMMARY OF IMPACTS...

ON JANUARY 26 2017...THE SOUTH CAROLINA FORESTRY COMMISSION
SHOWED SIGNIFICANT IMPROVEMENT IN THE KDBI INDEX ACROSS THE STATE.
MOST OF THE STATE HAD VALUES LESS THAN 200.

THE UNITED STATES CORPS OF ENGINEERS WILL CONTINUE TO RELEASE
APPROXIMATELY 3600 CUBIC FEET PER SECOND...CFS...FROM LAKE
THURMOND FOR MUCH OF THE UPCOMING PERIOD. THEY WILL INCREASE
RELEASES TO 4000 CFS BEGINNING ON FEBRUARY 1ST.

CONDITIONS HAVE IMPROVED OVER THE PAST 30 TO 45 DAYS ACROSS MUCH
OF THE MIDLANDS AND CENTRAL SAVANNAH RIVER AREA. THE DROUGHT HAS
DIMINISHED ACROSS MUCH OF THE MIDLANDS AND CENTRAL SAVANNAH RIVER
AREA. ONLY THE EXTREME WESTERN MIDLANDS AND NORTHERN CENTRAL
SAVANNAH RIVER AREA REMAIN IN D0...ABNORMALLY DRY TO
D1...MODERATE DROUGHT. THE DRIEST COUNTIES CONTINUE TO BE FROM
WESTERN FAIRFIELD COUNTY SOUTHWARD ACROSS NEWBERRY COUNTY INTO
EDGEFIELD...MCCORMICK...LINCOLN AND COLUMBIA COUNTIES.

SHORT TERM CONDITIONS...UP TO 4 WEEKS...ACROSS EAST-CENTRAL
GEORGIA AND CENTRAL SOUTH CAROLINA. ACROSS MUCH OF SOUTH CAROLINA
THE SOIL IS ABNORMALLY MOIST AND SOUTH OF THE SAVANNAH RIVER THE
SOIL IS WET.

MIDLANDS AND CENTRAL SAVANNAH RIVER AREA.

D1...MODERATE DROUGHT COVERED JUST THE EXTREME NORTHERN CSRA AND
WESTERN MIDLANDS. THIS INCLUDES THE COUNTIES OF
LINCOLN...MCCORMICK...NEWBERRY AND THE FAR WESTERN AREA OF
FAIRFIELD COUNTY.

D0...ABNORMALLY DRY CONDITIONS COVERED PARTS OF THE CSRA AND
WESTERN MIDLANDS. THIS INCLUDES THE COUNTIES OF
MCDUFFIE...COLUMBIA...EDGEFIELD AND FAIRFIELD COUNTIES.

THE REMAINDER OF THE MIDLANDS AND CENTRAL SAVANNAH RIVER AREA
SHOWED NO DROUGHT CONDITIONS. CONDITIONS HAVE IMPROVED
SIGNIFICANTLY OVER THE PAST MONTH WITH THE INCREASED FREQUENCY OF
RAINFALL EVENTS.

THE SOUTH CAROLINA DROUGHT RESPONSE COMMITTEE MET ON DECEMBER
1 2016 AND UPGRADED MUCH OF THE LOWCOUNTRY TO INCIPIENT DROUGHT.
ONLY THE EXTREME EASTERN MIDLANDS AND PEE DEE REGION REMAIN IN
NORMAL CONDITIONS. THE DROUGHT RESPONSE COMMITTEE HAS SCHEDULED A
MEETING FOR FEBRUARY 2ND TO EVALUATE THE CURRENT DROUGHT STATUS
STATEWIDE.


                    ...GROUND WATER CONDITIONS...

THE GROUND WATER NETWORK MAINTAINED BY THE UNITED STATES
GEOLOGICAL SURVEY WAS USED IN THIS REPORT. GROUND WATER LEVELS
FROM JANUARY 27TH SHOW MANY OF THE WELLS CONTINUE FALL. HOWEVER,
SOME IMPROVEMENT WAS SEEN IN THE WELLS IN LANCASTER AND
RICHMOND COUNTIES.

A HIGHER NUMBER MEANS A LOWER WATER TABLE AND THEREFORE LESS
GROUNDWATER. A MINUS DIFFERENCE INDICATES LESS GROUND WATER.

JANUARY 27 2017 SHOWS AROUND AROUND 30 PERCENT REPORTED FLOWS
THAT ARE LESS THAN THE 25 PERCENTILE RANGE. THE SANTEE RIVER AT
PINEVILLE AND THE EDISTO RIVER BASIN INDICATED CONDITIONS ABOVE
NORMAL TO MUCH ABOVE NORMAL.

OVER THE PAST 7 DAYS ENDING ON JANUARY 27 2017...ONLY THE SALUDA
RIVER AT COLUMBIA REMAINED IN THE BELOW NORMAL FOR HISTORICAL
STREAMFLOW. THIS IS LIKELY DUE TO RISES IN UPSTREAM RESERVOIRS
ALONG THE SALUDA RIVER AT LAKE GREENWOOD AND LAKE MURRAY.

PERIOD. THIS WILL PRODUCE SLIGHTLY BELOW NORMAL TEMPERATURES AND
VERY LITTLE CHANCE FOR MEASUREABLE RAINFALL THROUGH THE PERIOD.

THE 8 TO 14 DAY OUTLOOK FOR THE PERIOD FEBRUARY 03 TO 09 CALLS
FOR A 33 TO 40 PERCENT CHANCE OF ABOVE NORMAL TEMPERATURES WITH
A 33 TO 40 PERCENT CHANCE OF ABOVE NORMAL PRECIPITATION.

THE 30-DAY OUTLOOK FOR FEBRUARY 2017 INDICATES A 33 TO 40 PERCENT
CHANCE OF ABOVE NORMAL TEMPERATURES WITH A 33 TO 40 PERCENT CHANCE
OF BELOW NORMAL PRECIPITATION.

THE 3-MONTH OUTLOOK FOR FEBRUARY...MARCH AND APRIL CALLS FOR A
33 TO 40 PERCENT CHANCE OF ABOVE NORMAL TEMPERATURES WITH A
A 40 PERCENT CHANCE OF BELOW NORMAL PRECIPITATION.

THE OUTLOOK CALL FOR WARMER TEMPERATURES BUT NOT A SIGNIFICANT
CHANCE FOR ABOVE NORMAL RAINFALL. IF THE RAINFALL CONTINUES CLOSE
TO NORMAL ACROSS EAST-CENTRAL GEORGIA AND THE MIDLANDS OF SOUTH
CAROLINA CONTINUED IMPROVEMENT WILL CONTINUE FOR THE AREA.

LONGER TERM OUTLOOKS INDICATE THE POTENTIAL FOR NEAR NORMAL TO
SLIGHTLY ABOVE NORMAL TEMPERATURES. RAINFALL IS EXPECTED TO
BE SLIGHTLY BELOW NORMAL ACROSS THE REGION. HOWEVER, IF THE
RAINFALL CONTINUES TO BE NEAR NORMAL SOME GRADUAL IMPROVEMENT
OF THE DROUGHT STATUS SHOULD CONTINUE INTO THE LATE WINTER AND
EARLY SPRING PERIOD.

THE NEXT UPDATE OF THIS DROUGHT STATEMENT WILL BE THURSDAY
MARCH 2ND 2017 UNLESS THERE ARE SIGNIFICANT CHANGES TO THE
WEEKLY DROUGHT MONITOR.
