* WINDS...SOUTH WINDS 10 TO 20 KNOTS WILL TURN TO THE WEST TODAY
  THEN INCREASE TO 20 TO 25 KNOTS TONIGHT.

* WAVES/SEAS...WAVES WILL BUILD TO 3 TO 5 FEET LATE THIS MORNING
  THEN BUILD TO 5 TO 7 FEET OVERNIGHT.

PRECAUTIONARY/PREPAREDNESS

INEXPERIENCED MARINERS... ESPECIALLY THOSE OPERATING SMALLER
