  RISE INTO THE UPPER SINGLE DIGITS ABOVE ZERO BY EARLY THIS
  EVENING.

* TIMING...THROUGH THIS AFTERNOON.

* IMPACTS...FROST BITE AND HYPOTHERMIA ARE POSSIBLE IF THE
  PROPER PRECAUTIONS ARE NOT TAKEN.

* WINDS...SOUTHWEST AT 5 TO 10 MPH.

* TEMPERATURES...WILL STEADILY RISE THROUGH THE DAY REACHING THE
