  FREEZING RAIN THIS MORNING BEFORE CHANGING TO RAIN LATER THIS

* IMPACTS...ICE AND SNOW ACCUMULATIONS MAY CREATE SLIPPERY ROAD
  CONDITIONS. LOCALIZED POWER OUTAGES ARE POSSIBLE.

* WINDS...SOUTH 5 TO 15 MPH INCREASING TO 15 TO 25 MPH WITH GUSTS
  UP TO 30 MPH TUESDAY MORNING. GUSTS WILL INCREASE TO NEAR 50 MPH
