...Winter 2016-2017 Summary...

The meteorological winter (December 2016 through February 2017)
was warmer than normal for Cheyenne, Laramie and Rawlins, and
colder than normal elsewhere. Precipitation averaged above
normal, except at Douglas and Sidney, which averaged slightly below
normal.
