...SEVERE TO EXTREME DROUGHT CONDITIONS CONTINUE IN PORTIONS OF
NORTHWEST CALIFORNIA...

...DROUGHT CONDITIONS IMPROVE IN DEL NORTE COUNTY...

SYNOPSIS...

PORTIONS OF NORTHWESTERN CALIFORNIA ARE EXPERIENCING THE THIRD BELOW
AVERAGE RAINFALL SEASON RESULTING IN A REDUCTION IN RESERVOIR
LEVELS...LOWERING GROUNDWATER LEVELS...INCREASING LOCAL IMPACTS AND
DRIER THAN USUAL VEGETATION.

DUE TO THE RECENT RAINFALL AMOUNTS IN DEL NORTE COUNTY...THE US
DROUGHT MONITOR CLASSIFICATION WAS RECENTLY IMPROVED FROM D2 TO
D1(CLASSIFICATION MODERATE DROUGHT).

THE US DROUGHT MONITOR DEPICTS A SEVERE DROUGHT (CLASSIFICATION D2)
FOR EXTREME NORTHERN HUMBOLDT COUNTY. THIS IS ALSO AN IMPROVEMENT
FROM THE PREVIOUS D3 DESIGNATION.

THE US DROUGHT MONITOR DEPICTS AN EXTREME DROUGHT (CLASSIFICATION
D3)FOR THE REMAINDER OF HUMBOLDT COUNTY AND TRINITY AND MENDOCINO
COUNTIES.

SUMMARY OF IMPACTS...

AUGUST 28 2013...USDA DECLARED ALL OF CALIFORNIA COUNTIES EXCEPT SAN
FRANCISCO COUNTY...AS DISASTER AREAS DUE TO DROUGHT.

DECEMBER 17 2013...CALIFORNIA DEPARTMENT OF WATER RESOURCES FORMS A
DROUGHT MANAGEMENT TEAM.

JANUARY 7 2014 THE MENDOCINO COUNTY BOARD OF SUPERVISORS DECLARED A
LOCAL DROUGHT EMERGENCY FOR MENDOCINO COUNTY. THE COUNTY ALSO FORMED
A DROUGHT EMERGENCY AD HOC COMMITTEE. IN MENDOCINO COUNTY WATER
RESTRICTIONS ARE ALREADY BEING IMPLEMENTED BY LOCAL AUTHORITIES
RANGING FROM VOLUNTARY REDUCTIONS TO MANDATED WATER RESTRICTIONS.
OTHER IMPACTS INCLUDE WELLS DRYING UP AND TRIBUTARIES RUNNING LOW OR
HAVE ALSO DRIED UP.

JANUARY 17 2014...GOVERNOR JERRY BROWN DECLARED A DROUGHT STATE OF
EMERGENCY FOR CALIFORNIA.  GOVERNOR BROWN ALSO ASKED FOR A STATEWIDE
VOLUNTARY 20% REDUCTION IN WATER USAGE.

JANUARY 17 2014...CALFIRE`S MENDOCINO UNIT SUSPENDED BURNING ON
STATE RESPONSIBILITY LANDS IN MENDOCINO COUNTY. BURNING PERMITS ARE
NOW REQUIRED FOR ALL OUTDOOR BURNING.

JANUARY 23 2014...USDA APPROVED DISASTER DESIGNATION S3637.  THIS
DESIGNATION PLACED HUMBOLDT...TRINITY AND MENDOCINO COUNTIES ON THE
DROUGHT FAST TRACK.

STATE PUBLIC HEALTH OFFICIALS IDENTIFIED ONE TOWN AND TWO WATER
DISTRICTS IN MENDOCINO COUNTY THAT COULD RUN OUT OF WATER WITHIN 100
DAYS. THESE ARE:  CITY OF WILLITS...REDWOOD VALLEY COMMUNITY WATER
DISTRICT AND BROOKTRAILS TOWNSHIP COMMUNITY SERVICES DISTRICT.

FEBRUARY 14 2014...PRESIDENT OBAMA AND THE USDA ANNOUNCED ADDITIONAL
ASSISTANCE TO HELP FARMERS...RANCHERS AND RESIDENTS AFFECTED BY THE
DROUGHT IN CALIFORNIA. FOR MORE INFORMATION GO TO

AGRICULTURAL IMPACTS INCLUDE REDUCED RANGE LAND GRASSES AND RANCHERS
AND DAIRY FARMERS HAVING TO PROVIDE SUPPLEMENTAL FEED FOR THEIR
HERDS. SOME ARE ALSO HAVING TO TRUCK IN WATER. THERE ARE REPORTS OF
CATTLE BEING SOLD BECAUSE IT IS TOO EXPENSIVE TO KEEP THEM FED AND
WATERED.

THERE HAVE BEEN RECENT REPORTS OF A SIGNIFICANT INCREASE IN THE
PRICE OF HAY.

THERE HAVE BEEN NUMEROUS REPORTS OF INDIVIDUALS HAVING TO DEEPEN
THEIR WELLS.

RESERVOIR OPERATORS HAVE REDUCED RESERVOIR OUTFLOW TO CONSERVE
WATER.

EUREKA/ARCATA AIRPORT...4.89 INCHES WHICH IS 19% OF NORMAL.
EUREKA WFO WOODLEY ISLAND...3.25 INCHES WHICH IS 14% OF NORMAL.
ORLEANS...4.51 INCHES WHICH IS 14% OF NORMAL.
SCOTIA...2.42 INCHES WHICH IS 9% OF NORMAL.
WILLOW CREEK 1NW...3.90 INCHES WHICH IS 12% OF NORMAL.
FT BRAGG 5N...3.93 INCHES WHICH IS 17% OF NORMAL.
POTTER VALLEY POWER HOUSE...4.10 INCHES WHICH IS 16% OF NORMAL.
UKIAH MUNICIPAL AIRPORT...1.91 INCHES WHICH 9% OF NORMAL.
UKIAH 4WSW...3.07 INCHES WHICH IS 11% OF NORMAL.
TRINITY RIVER HATCHERY...2.72 INCHES WHICH IS 13% OF NORMAL.
WEAVERVILLE RANGER STATION...2.90 WHICH IS 12% OF NORMAL

FOR ALL BUT GASQUET RANGER STATION...THIS IS THE DRIEST START ON
RECORD FOR A WATER YEAR (OCTOBER 1 TO SEPTEMBER 30). FOR GASQUET
RANGER STATION THE DRIEST START WAS WY1976-77 WHEN 10.71INCHES OF
RAIN WAS RECORDED.

AS OF JANUARY 31:
TRINITY LAKE RESERVOIR IN TRINITY COUNTY IS 47% OF CAPACITY.
LAKE PILLSBURY RESERVOIR IN LAKE COUNTY IS 10% OF CAPACITY.
LAKE MENDOCINO RESERVOIR MENDOCINO IS 20% OF CAPACITY.
RUTH LAKE RESERVOIR IN TRINITY COUNTY IS 54% OF CAPACITY.

PRECIPITATION/TEMPERATURE OUTLOOK...

THE NATIONAL WEATHER SERVICE CLIMATE PREDICTION CENTER`S OUTLOOK FOR
MARCH FAVORS EQUAL CHANCES OF ABOVE NORMAL, NORMAL, OR BELOW NORMAL
PRECIPITATION IN DEL NORTE...HUMBOLDT...TRINITY AND MENDOCINO
COUNTIES. THE TEMPERATURE OUTLOOK FAVORS ABOVE NORMAL TEMPERATURES
IN ALL FOUR COUNTIES.

FOR THE REMAINDER OF THE WINTER AND SPRING...THE OUTLOOK CALLS FOR
BELOW NORMAL PRECIPITATION IN HUMBOLDT...TRINITY AND MENDOCINO
COUNTIES...AND EQUAL CHANCES OF ABOVE NORMAL, NORMAL, OR BELOW
NORMAL PRECIPITATION IN DEL NORTE COUNTY. THE TEMPERATURE OUTLOOK
CALLS FOR ABOVE NORMAL TEMPERATURES IN ALL FOUR COUNTIES.

HYDROLOGIC SUMMARY AND OUTLOOK...

AREA MAIN STEM RIVERS CONTINUE TO BE BELOW NORMAL STREAM FLOW.
DURING RAIN EVENTS THE RIVERS WILL RISE THEN RECEDE TO BELOW NORMAL
STREAM FLOW. THE AREA RESERVOIRS WILL SLOWLY REFILL BUT ARE
EXPECTED TO REMAIN WELL BELOW CAPACITY.

NEXT ISSUANCE DATE...THE NEXT SCHEDULED PRODUCT WILL BE ISSUED IN
MID MARCH OR SOONER IF NECESSARY IN RESPONSE TO SIGNIFICANT CHANGES
IN CONDITIONS.
