.DISCUSSION...
WINDS ACROSS THE AREA ARE FORECAST TO BE RELATIVELY
LIGHT...WITH SPEEDS AROUND 5 MPH.  WINDS MAY GUST TO
NEAR 10 MPH AT TIMES THIS AFTERNOON.  WINDS WILL BE OUT
OF A GENERAL WESTERLY DIRECTION DURING THE MORNING
BEFORE BECOMING MORE NORTHWESTERLY AFTER NOON AS A WEAK
SURFACE TROUGH MOVES IN FROM THE NORTH.  CLOUD COVER
THROUGH THE DAY WILL CONSIST OF THIN BROKEN CIRRUS DURING
THE MORNING...WITH A FEW CUMULUS FORMING DURING THE AFTERNOON
NEAR THE TOP OF THE MIXED LAYER AROUND 4-5 THOUSAND FEET. CAN
NOT RULE OUT AN ISOLATED SHOWER LATER IN THE AFTERNOON...BUT
THE BEST RAIN CHANCES ARE EXPECTED TO REMAIN OFF TO THE EAST
OF THE BURN SITE.  MIN RH VALUES WILL BE AROUND 40 PERCENT
