* WINDS...NORTHEAST GUSTING TO 40 MPH.

* BLOWING SNOW...REDUCING VISIBILITY TO 1/2 MILE OR LESS AT
  TIMES.

* TIMING...CONDITIONS WILL IMPROVE TUESDAY AFTERNOON AS WINDS
  DIMINISH.

* IMPACTS...VISIBILITY WILL BE GREATLY REDUCED AND SNOW WILL
