...FLASH FLOOD WATCH IS IN EFFECT FOR SOUTHWESTERN NEW MEXICO...

.THE MOISTURE PLUME THAT HAS BEEN BRINGING LOTS OF RAIN TO PARTS OF
ARIZONA FOR THE LAST COUPLE OF DAYS WILL SHIFT BACK TO THE EAST
THIS AFTERNOON AND EVENING. THIS MOISTURE PLUME WILL COMBINE WITH
AN APPROACHING UPPER LEVEL STORM SYSTEM TO BRING A CHANCE FOR
HEAVY RAIN AND FLOODING TO SOUTHWEST NEW MEXICO THIS EVENING INTO
THE EARLY MORNING HOURS ON WEDNESDAY. COPIOUS AMOUNTS OF MOISTURE
WILL REMAIN IN THE AREA FOR WEDNESDAY AND THURSDAY SO THAT THE
FLASH FLOOD WATCH MAY NEED TO BE EXTENDED AND EXPANDED TO OTHER
AREAS.

TONIGHT...

THE NATIONAL WEATHER SERVICE IN EL PASO TX/SANTA TERESA HAS
ISSUED A

* FLASH FLOOD WATCH FOR A PORTION OF NM...HIDALGO...GRANT...SIERRA
  AND LUNA COUNTIES.

* FROM NOON MDT TODAY THROUGH LATE TONIGHT

* ABUNDANT MOISTURE OVER ARIZONA WILL PUSH BACK TO THE EAST THIS
  AFTERNOON AND EVENING. THIS MOISTURE WILL COMBINE WITH AN
  APPROACHING UPPER LEVEL STORM SYSTEM TO BRING A CHANCE FOR HEAVY
  RAIN AND FLOODING TO SOUTHWEST NEW MEXICO.

* NORMALLY DRY ARROYOS AND STREAMS COULD BE QUICKLY FILLED WITH
  FAST MOVING WATER...MUD AND DEBRIS. LOW WATER CROSSING ROADWAYS
  COULD BECOME IMPASSABLE. FLOODING OF POORLY DRAINED STREETS AND
  INTERSECTIONS IS POSSIBLE FOR URBAN AREAS. IN ADDITION THIS AREA
  ALSO CONTAINS SEVERAL FLOOD SENSITIVE BURN SCARS. PEOPLE LIVING
  BELOW THESE BURN SCARS OR IN FLOOD PRONE AREAS SHOULD BE
  PREPARED TO TAKE ACTION IF RISING WATER IS SEEN.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.

YOU SHOULD MONITOR LATER FORECASTS AND BE PREPARED TO TAKE ACTION
SHOULD FLASH FLOOD WARNINGS BE ISSUED.
