.PERIODS OF LIGHT TO MODERATE RAIN WILL CONTINUE OVERNIGHT AHEAD
OF AN ARCTIC COLD FRONT. ADDITIONAL RAINFALL OF 1/2 TO 1 INCH
OVERNIGHT...PLUS RUNOFF FROM MELTING SNOW...MAY LEAD TO MORE
FLOODING OF CREEKS AND STREAMS IN THE FLOOD WATCH AREA.

RISES ON RIVERS...SUCH AS THE CLINCH...POWELL AND HOLSTON WILL

  THE FOLLOWING AREAS...IN EAST TENNESSEE...CAMPBELL...
  CLAIBORNE...HANCOCK...MORGAN AND SCOTT TN. IN SOUTHWEST
  VIRGINIA...LEE...RUSSELL...SCOTT...WASHINGTON AND WISE.

* THROUGH THURSDAY EVENING

* PRECIPITATION AMOUNTS UP TO 1 INCH OVERNIGHT COMBINED WITH WATER
  FROM MELTING SNOW AND ICE MAY PRODUCE FLOODING ACROSS THIS
  REGION.

* FLOODING POTENTIAL INCLUDES FLASH FLOODING...AREAL FLOODING...
  AND RIVER FLOODING. SNOW AND ICE CLOGGING DRAINS MAY CAUSE
  FLOODING IN SPOTS NOT NORMALLY PRONE TO WATER PONDING ISSUES.
