* WAVES: 2 TO 4 FEET...WITH THE HIGHEST WAVES TOWARD THE OPEN
  WATERS.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A SMALL CRAFT ADVISORY MEANS THAT WIND SPEEDS OF 23 TO 33 KNOTS
AND/OR WAVES GREATER THAN 4 FEET ARE EXPECTED TO PRODUCE
HAZARDOUS CONDITIONS TO SMALL CRAFT. INEXPERIENCED
MARINERS...ESPECIALLY THOSE OPERATING SMALLER VESSELS SHOULD
AVOID NAVIGATING IN THESE CONDITIONS.
