URGENT - WINTER WEATHER MESSAGE

...ONE LAST FRIGID MORNING...

.TEMPERATURES HAVE PLUMMETED THROUGH THE NIGHT...AND ARE GENERALLY 15
TO 30 DEGREES BELOW ZERO ACROSS MUCH OF THE AREA AS OF 3 AM. THE
LIGHT WIND HAS RESULTED IN WIDESPREAD WIND CHILLS OF 25 TO 40
BELOW ZERO ACROSS THE NORTHLAND...WITH THE COLDEST CONDITIONS
ACROSS NORTHEAST MINNESOTA. LIGHT SOUTHERLY WINDS WILL DEVELOP
ACROSS NORTHEAST MINNESOTA BY MID MORNING...SO THERE WILL NOT BE
MUCH IMPROVEMENT IN THE COLD CONDITIONS UNTIL LATE FRIDAY MORNING.

* WINDS...SOUTHWEST 5 MPH OR LESS.

* WIND CHILLS...WIDESPREAD 25 BELOW TO 35 BELOW ZERO. PARTS OF
  NORTHERN MINNESOTA WILL APPROACH 40 BELOW ZERO EARLY THIS
  MORNING.

* IMPACTS...THE COLD WIND CHILLS WILL CAUSE FROSTBITE IN AS LITTLE
  AS 30 MINUTES TO EXPOSED SKIN.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL ADVISORY MEANS THAT VERY COLD AIR AND WINDS WILL
COMBINE TO GENERATE LOW WIND CHILLS. THIS WILL RESULT IN FROST
BITE AND LEAD TO HYPOTHERMIA IF PRECAUTIONS ARE NOT TAKEN. IF YOU
MUST VENTURE OUTDOORS...MAKE SURE YOU WEAR A HAT AND GLOVES.
