* WHAT...East winds 15 to 20 kt with gusts up to 25 kt.

* WHERE...Marianas Coastal Waters.

* WHEN...Until 5 PM ChST Thursday.

* IMPACTS...Conditions will be hazardous to small craft.

* ADDITIONAL DETAILS...A trade-wind surge will produce fresh winds
  with frequent strong gusts through Thursday afternoon.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Inexperienced mariners, especially those operating smaller
