...DROUGHT CONDITIONS HAVE IMPROVED CONSIDERABLY...

SYNOPSIS... RECENT WIDESPREAD SOAKING RAINS HAVE LARGELY AMELIORATED
DROUGHT CONDITIONS ACROSS THE AREA. ACCORDING TO THE MAY 21ST
RELEASE OF THE U. S. DROUGHT MONITOR...MODERATE /D1/ DROUGHT STILL
EXISTS ACROSS PORTIONS OF NORTHWEST AND WEST CENTRAL
MINNESOTA...WHILE ABNORMALLY DRY CONDITIONS PERSIST ACROSS THE RED
RIVER VALLEY INTO FAR EASTERN NORTH DAKOTA.

SUMMARY OF IMPACTS...

STATE AND LOCAL ACTIONS. NO KNOWN STATE OR LOCAL ACTIONS ARE
CURRENTLY TAKING PLACE.

RIVER AND STREAMFLOW CONDITIONS. WITH WIDESPREAD SOAKING RAINFALL OF
FROM 2 TO 4 INCHES OVER THE PAST TO WEEKS...MOST STREAMS AND RIVERS
ARE NOW FLOWING AT OR ABOVE SEASONAL RATES. ESPECIALLY HIGH WATER
CONDITIONS CURRENTLY EXIST ALONG THE TWO RIVERS RIVER IN
MINNESOTA...THE MAPLE AND PARK RIVERS IN NORTH DAKOTA...AND ALONG
THE MAINSTEM RED RIVER NEAR OSLO.

AGRICULTURAL IMPACTS. GROWING SEASON RAINFALL VALUES ARE NOW AT OR
ABOVE LONG TERM AVERAGES WITH SOIL MOISTURE LEVELS CURRENTLY AT
ADEQUATE OR BETTER LEVELS.

CLIMATE SUMMARY...

FROM MAY 6TH THROUGH THE 20TH...MOST AREAS HAVE RECEIVED FROM 2 TO 4
INCHES OF SOAKING RAINFALL...OR FROM 200 TO 400 PERCENT ABOVE NORMAL
FOR THE PERIOD. IN ADDITION...EXTENSIVE CLOUD COVER AND MARKEDLY
COOLER THAN NORMAL TEMPERATURES SIGNIFICANTLY REDUCED OVERALL
EVAPORATION RATES.

SINCE OCTOBER 1 2014...PRECIPITATION DEFICITS HAVE RANGED FROM 2 TO
4 INCHES ACROSS THE ENTIRE AREA. WITH THIS RECENT RAINFALL... SOME
AREAS STILL REMAIN AN INCH OR TWO BEHIND LONG TERM AVERAGES FOR THE
WATER YEAR BUT ARE NOW AHEAD OF TYPICAL GROWING SEASON AMOUNTS.

PRECIPITATION/TEMPERATURE OUTLOOK...

FROM MAY 21ST THROUGH THE 28TH...TEMPERATURES AND PRECIPITATION WILL
BE NEAR LONG TERM AVERAGES. DURING THIS TIME FRAME...THE DAILY
AVERAGE TEMPERATURE IS AROUND 60 DEGREES AND THE NORMAL
PRECIPITATION IS AROUND ONE HALF INCH PER WEEK.

THE 8 TO 14 DAY FORECAST FOR THE PERIOD FROM MAY 28TH TO JUNE 3RD
/ISSUED ON MAY 20TH/ CALLS FOR NEAR NORMAL TEMPERATURES AND NEAR TO
SLIGHTLY BELOW NORMAL PRECIPITATION.

BOTH THE 30 AND 90 DAY OUTLOOKS /ISSUED ON MAY 21ST/ CALL FOR EQUAL
CHANCES FOR BELOW...ABOVE...AND NEAR NORMAL TEMPERATURES AND
PRECIPITATION.

HYDROLOGIC SUMMARY AND OUTLOOK...

SLIGHT RISES ARE EXPECTED TO PROGRESS NORTHWARD /DOWNSTREAM/ ALONG
THE RED RIVER FROM HALSTAD INTO PEMBINA. OTHERWISE MOST SMALLER
STREAMS AND TRIBUTARIES SHOULD SEE LEVELS SLOWLY DECLINE.

THIS PRODUCT WILL BE NOT BE UPDATED UNLESS DROUGHT CONDITIONS ARE
EXPECTED TO SIGNIFICANTLY DETERIORATE.
