* LOCATION...ALONG THE ALASKA HIGHWAY.

* WIND CHILL VALUES...TO 40 BELOW.

* TIMING...COLD WINDS CHILL WILL CONTINUE THROUGH NOON THURSDAY.
  CONDITIONS WILL IMPROVE THURSDAY AFTERNOON AS WINDS DECREASE.

* IMPACTS...EXPOSED FLESH CAN FREEZE IN A SHORT TIME RESULTING
  IN FROSTBITE.
