...STRONG THUNDERSTORMS WITH HEAVY RAIN POSSIBLE EARLY THIS
MORNING...

SCATTERED THUNDERSTORMS WILL BE FOUND ACROSS PARTS OF THE SOUTHERN
TIER EARLY THIS MORNING...SOME OF WHICH COULD BECOME STRONG ENOUGH
TO PRODUCE GUSTY WINDS. THE MAIN THREAT WILL BE VERY HEAVY
RAIN THAT WILL PRODUCE RAINFALL AMOUNTS OF UP TO AN INCH OR MORE IN
LESS THAN A 30 MINUTE TIME PERIOD.
