CLEMENS HARBOR OF REFUGE...MOVING EAST AT 30 KNOTS.

HAZARD...WIND GUSTS IN EXCESS OF 50 KNOTS.

SOURCE...RADAR INDICATED.

IMPACT...BOATS COULD SUFFER SIGNIFICANT STRUCTURAL DAMAGE IN HIGH
         WINDS. SMALL CRAFT COULD CAPSIZE IN SUDDENLY HIGHER WAVES.
