routed flows from upstream. The forecast uses observed and predicted
rainfall over the next 24 hours.

As the forecast becomes more certain, this watch will either be
upgraded to a warning or cancelled.

* Flood stage is 15.0 feet.
* Minor flooding is possible.
* Recent activity...the river has been steadily rising.
* Forecast...Rise above flood stage Thursday and continue rising to
  15.2 feet Thursday evening. Fall below flood stage Friday evening.
* This forecast is based on routed flow from upstream in combination
  with forecast rainfall. Consequently there is limited confidence
  in the river reaching flood stage.
