  NORTHWEST WINDS AND WIND CHILL READINGS WILL FALL THROUGH THE
  EVENING...STAYING AT THEIR LOWEST AFTER MIDNIGHT INTO EARLY
  FRIDAY. THE COLDEST WIND CHILL READINGS OF THE SEASON THIS FAR
