  THE AREA WITH LOCALIZED VISIBILITIES NEAR ZERO. THE FOG IS
  EXPECTED TO START TO IMPROVE AROUND 10 AM...BUT MAY LINGER IN
  SOME LOCATIONS THROUGHOUT THE MORNING. TRAVELERS SHOULD USE
  EXTREME CAUTION WHEN DRIVING.
