* WIND AND VISIBILITY...VISIBILITY WILL DROP TO A MILE AND A HALF AT
  TIMES IN FALLING SNOW. NORTHERLY WINDS AVERAGING 20 TO 30 MPH
  WILL GUSTS TO 35 MPH AT TIMES...CAUSING DRIFTING SNOW. WINDS
  WILL BEGIN TO DECREASE SLOWLY THIS AFTERNOON.
