EVENING...
...WIND CHILL ADVISORY IN EFFECT FROM 4 AM TO 10 AM CST TUESDAY...

THE NATIONAL WEATHER SERVICE IN SIOUX FALLS HAS ISSUED A WIND
CHILL ADVISORY...WHICH IS IN EFFECT FROM 4 AM TO 10 AM CST
TUESDAY.

* TIMING...NORTHWEST WINDS WILL GRADUALLY TAPER DOWN THIS
  EVENING...BUT REMAIN ABOUT 10 TO 15 MPH THROUGH THE NIGHT.

* WIND AND VISIBILITY...SUSTAINED WIND SPEEDS WILL AVERAGE 20 TO
  35 MPH THROUGH SUNSET. SPEEDS OF THIS MAGNITUDE WILL CAUSE
  BLOWING AND DRIFTING SNOW DUE TO THE FRESH SNOW COVER...WITH
  VISIBILITIES BRIEFLY REDUCED TO A HALF MILE OR LESS AT TIMES IN
  OPEN AREAS. VISIBILITIES AND DRIFTING WILL GREATLY IMPROVE AFTER
  SUNSET.

* WIND CHILL VALUES...THE WINDS AND COLD TEMPERATURES WILL RESULT
  IN WIND CHILL VALUES IN THE RANGE OF 15 BELOW ZERO TO 25 BELOW
  ZERO LATE TONIGHT INTO EARLY TUESDAY MORNING.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WINTER WEATHER ADVISORY FOR BLOWING SNOW MEANS THAT
VISIBILITIES WILL BE LIMITED DUE TO STRONG WINDS BLOWING SNOW
AROUND. USE EXTREME CAUTION WHEN TRAVELING...ESPECIALLY IN OPEN
AREAS...AS THE INTENSITY OF BLOWING SNOW WILL LIKELY VARY GREATLY
OVER SHORT DISTANCES.

A WIND CHILL ADVISORY IS ISSUED WHEN A STRONG WIND WILL COMBINE
WITH COLD TEMPERATURES TO CREATE DANGEROUSLY COLD CONDITIONS FOR
EXPOSED SKIN.  THE WIND WILL MAKE IT FEEL LIKE IT IS 20 DEGREES
BELOW ZERO OR COLDER FOR A PERIOD OF SEVERAL HOURS.  THOSE
PLANNING TO VENTURE OUTDOORS SHOULD DRESS WARMLY...MAKING SURE
THAT ALL EXPOSED SKIN IS COVERED.
