* IMPACTS...ROADS WILL BE SLUSHY AND SNOW PACKED...ESPECIALLY
  HIGHWAYS 550 AND 145 THROUGH THE SAN JUAN MOUNTAINS AND UTAH
  HIGHWAY 191 FROM BLANDING THROUGH MONTICELLO. HEAVY SNOW MAY
