...The National Weather Service in Pittsburgh PA has issued a Flood
Warning for the following rivers in West Virginia...Ohio...
Pennsylvania...

  Ohio River At Moundsville affecting Marshall County.

  Ohio River At Wheeling affecting Ohio and Belmont Counties.

  Ohio River At Pittsburgh affecting Allegheny County.

  Ohio River At Powhatan Point affecting Marshall, Monroe and
  Belmont Counties.

  Ohio River At Pike Island affecting Ohio, Jefferson OH and
  Belmont Counties.

  Ohio River At Hannibal affecting Wetzel, Monroe and Tyler
  Counties.

  Ohio River At Montgomery affecting Columbiana, Hancock and Beaver
  Counties.

.An intense storm system moving up the Ohio Valley has produced
widespread moderate to heavy rain to our area. Rainfall amounts
across southwest Pennsylvania and the northern panhandle of West
Virginia range from 1.25

This heavy rain is resulting in significant runoff that is causing
rivers to rise rapidly. On the Ohio river, many locations are
forecast to reach or exceed minor flood stage.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

MORNING...

* WHAT...Minor flooding is forecast.

* WHERE...Ohio River at Moundsville.

* WHEN...From this evening to early Monday morning.

* IMPACTS...At 38.0 feet, North Marshall Street in Bentwood, WV is
  closed with Rite-Aid, Taco Bell and KFC impacted.
  At 40.0 feet, Some businesses in the North Plaza parking lot are
  affected.
  At 41.0 feet, River rises to reach the railroad tracks in
  Moundsville in the 13th Street area.
  At 42.0 feet, Water begins to affect Monarch Stadium and the
  Marshall County Fairgrounds. Ruby and Diamond Streets are closed.

* ADDITIONAL DETAILS...
  - There is no current observed data.
  - Bankfull stage is 37.0 feet.
  - Forecast...The river is expected to rise above flood stage
    this evening to a crest of 40.7 feet tomorrow evening. It
    will then fall below flood stage Sunday evening.
  - Flood stage is 37.0 feet.
  - Flood History...This crest compares to a previous crest of
    38.8 feet on 03/12/2011.

MORNING...

* WHAT...Minor flooding is forecast.

* WHERE...Ohio River at Wheeling.

* WHEN...From this evening to early Monday morning.

* IMPACTS...At 34.0 feet, Sewers begin to back up in the lower end
  of Wheeling Island.
  At 36.0 feet, Flooding begins in the vicinity or 25th and Market
  Streets, 34th and Market Streets, 36th and Chapline Streets in
  Wheeling. Water covers the lower parking lot at the Wheeling
  Island Casino.
  At 36.6 feet, Wheeling Downs Racetrack on Wheeling Island floods.
  At 37.7 feet, Basement flooding begins in businesses along Main
  Street.
  At 38.0 feet, Portions of Jacob and Wood Streets, south of 43rd
  Street begin to flood. Wheeling island Casino has to be closed.
  At 39.0 feet, The southern tip of Wheeling Island including
  Wheeling Downs Racetrack and Gaming and Wheeling Stadium are
  flooded.
  At 40.0 feet, Backwater flooding begins to affect Main Street near
  the water treatment plant in Wheeling.
  At 41.0 feet, Water street in Wheeling is flooded near the
  intersctions with 12th, 21st, 45th, and 48th Streets.

* ADDITIONAL DETAILS...
  - At 4:30 AM EDT Friday the stage was 28.5 feet.
  - Bankfull stage is 36.0 feet.
  - Forecast...The river is expected to rise above flood stage
    late this evening to a crest of 39.1 feet tomorrow evening.
    It will then fall below flood stage Sunday afternoon.
  - Flood stage is 36.0 feet.
  - Flood History...This crest compares to a previous crest of
    38.9 feet on 02/18/2018.

* WHAT...Minor flooding is forecast.

* WHERE...Ohio River at Pittsburgh.

* WHEN...From this evening to tomorrow evening.

* IMPACTS...At 18.0 feet, Water begins to flow onto the Monongahela
  Parking Wharf.
  At 19.0 feet, Water begins to flow onto the North Shore riverwalk
  between the stadiums.
  At 19.5 feet, The Monongahela Parking Wharf is completely flooded.
  At 20.0 feet, Water is up to one foot deep in the lower areas of
  the North Shore Riverwalk.
  At 22.0 feet, The Tenth Street Bypass floods.
  At 22.5 feet, The fountain plaza is flooded.
  At 24.0 feet, Water enters the outer pool of the fountain.
  At 24.9 feet, Water entes the inner pool of the fountain.
  At 25.0 feet, The Parkway Central (also known as the bathtub) is
  closed by flooding. Lower North Side businesses are affected.
  At 26.0 feet, State Correctional Institution Pittsburgh is impacted.

* ADDITIONAL DETAILS...
  - At 5:30 AM EDT Friday the stage was 20.2 feet.
  - Bankfull stage is 18.0 feet.
  - Forecast...The river is expected to rise above flood stage
    late this evening to a crest of 25.2 feet just after midnight
    tonight. It will then fall below flood stage early tomorrow
    afternoon.
  - Flood stage is 25.0 feet.
  - Flood History...This crest compares to a previous crest of
    25.3 feet on 12/02/2010.

* WHAT...Moderate flooding is forecast.

* WHERE...Ohio River at Powhatan Point.

* WHEN...From late tonight to Sunday evening.

* IMPACTS...At 37.0 feet, Minor flooding begins near the
  intersection of Sarich and Seymour Streets, the intersection of
  Water and Second Streets, and on Mellott Street near the railroad
  tracks.
  At 38.0 feet, Flooding begins on Water and Mellot Streets.
  At 39.0 feet, Flooding begins near the water treatment plant.
  At 40.0 feet, The bridge on Route 7 over Captina Creek is flooded.
  At 41.0 feet, Most of downtown Powhatan Point south of Captina
  Creek is flooded with the exception of a small portion of First
  Street.

* ADDITIONAL DETAILS...
  - There is no current observed data.
  - Bankfull stage is 37.0 feet.
  - Forecast...The river is expected to rise above flood stage
    just after midnight tonight to a crest of 39.1 feet tomorrow
    evening. It will then fall below flood stage early Sunday
    afternoon.

  At 39.0 feet, The well house and pump are flooded at the Fairway
  River Links Golf Course in Rayland Ohio.

  - At 4:45 AM EDT Friday the stage was 28.7 feet.
  - Bankfull stage is 37.0 feet.
  - Forecast...The river is expected to rise above flood stage
    late tonight to a crest of 39.1 feet tomorrow evening. It
