* WHERE...The coastal waters from Duck to Cape Hatteras.

* WHEN...From 6 PM this evening to 2 AM EDT Friday.

* IMPACTS...Strong winds will cause hazardous seas which could
  capsize or damage vessels and reduce visibility.
