SURGE WILL PRODUCE CONDITIONS HAZARDOUS TO SMALL CRAFT IN THE
MARIANAS WATERS THROUGH THURSDAY AFTERNOON.

* WINDS...EAST-NORTHEAST WINDS OF 20 TO 25 KNOTS WITH HIGHER
  GUSTS IN SHOWERS THROUGH THURSDAY AFTERNOON.

* WAVES/SEAS...SEAS WILL REMAIN NEAR 8 TO 9 FEET THROUGH TONIGHT.
  SEAS WILL THEN DIMINISH SLIGHTLY THURSDAY.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

INEXPERIENCED MARINERS...ESPECIALLY THOSE OPERATING SMALLER
VESSELS SHOULD AVOID NAVIGATING IN THESE CONDITIONS AND SHOULD
AVOID SHOALING AREAS. REMEMBER...BREAKING WAVES CAN EASILY
CAPSIZE EVEN LARGER VESSELS.
