* WIND CHILL VALUES...TO 65 BELOW.

* TIMING...WIND CHILLS WILL CONTINUE UNTIL THIS AFTERNOON.

* IMPACTS...EXPOSED SKIN MAY FREEZE QUICKLY CAUSING FROSTBITE.
