  except 2 to 5 inches in Whatcom county northeast of Bellingham
  near the Canadian border.

* WHERE...San Juan County, Western Whatcom County and Western
  Skagit County.

* WHEN...From noon today to 8 PM PST this evening.

* ADDITIONAL DETAILS...Plan on slippery road conditions,
