  SOUTHEAST OHIO AND WEST VIRGINIA...INCLUDING THE FOLLOWING

* FROM THURSDAY MORNING THROUGH FRIDAY MORNING

* THE GROUND IN THE WATCH AREA IS QUITE WET FROM ROUNDS OF HEAVY
  RAIN DURING THE PAST FEW DAYS. ADDITIONAL RAINFALL AMOUNTS OF 1
  TO 2 INCHES WITH HIGHER AMOUNTS ARE POSSIBLE BEGINNING THURSDAY
  MORNING AND THEN CONTINUING INTO FRIDAY MORNING.

* IF THIS AMOUNT OF RAINFALL IS REALIZED, SOME AREAS MAY SEE
  FLASH FLOODING OF SMALL STREAMS AND CREEKS AND ROADS, ESPECIALLY
  IN LOW LYING AND POOR DRAINAGE AREAS.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.

YOU SHOULD MONITOR LATER FORECASTS AND BE PREPARED TO TAKE ACTION
SHOULD FLASH FLOOD WARNINGS BE ISSUED.
