INCREASING SIGNIFICANTLY. WIND SPEEDS WILL INCREASE ABOVE 10 MPH AROUND
NOON...WITH SUSTAINED WINDS OF 15-20 MPH AND GUSTS TO 30 MPH NOT
EXPECTED TO DEVELOP UNTIL AFTER 3PM. CONFIDENCE IN REST OF FORECAST IS
HIGH...WITH SIGNIFICANTLY COLDER AND DRIER AIR NOT EXPECTED TO QUICKLY
