LOCATED NEAR WR4...MOVING EAST AT 10 KNOTS.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

MARINERS CAN EXPECT GUSTY WINDS TO AROUND 30 KNOTS...LOCALLY HIGHER
