* OUTLOOK...ADVISORY-LEVEL WINDS AND SEAS ARE EXPECTED TO
  CONTINUE THROUGH AT LEAST WEDNESDAY. A BRIEF SURGE IN WINDS
  TUESDAY AFTERNOON AND EVENING MAY GUST TO NEAR GALE FORCE FOR
