* BLOWING SNOW...REDUCING VISIBILITY TO ONE QUARTER MILE MILE OR
  LESS.

* WINDS...EAST 30 MPH GUSTING TO 40 MPH.

* TIMING...VISIBILITY HAS TEMPORARILY IMPROVES THIS AFTERNOON AS
  WINDS HAVE DECREASED. WINDS WILL INCREASE TONIGHT AND BLIZZARD
  CONDITIONS WILL RETURN THIS EVENING. THE WORST CONDITIONS
