...HEAVY RAINS WITH FLASH FLOODING POTENTIAL FOR TODAY THROUGH
SATURDAY MORNING...

.A MOIST AND UNSTABLE AIR MASS IS IN PLACE OVER SOUTHERN NEW
MEXICO AND FAR WEST TEXAS. PORTIONS OF THE AREA HAVE ALREADY
RECEIVED HEAVY RAINFALL...RESULTING SATURATED SOIL CONDITIONS. A
FRONTAL BOUNDARY OVER EL PASO AND OTERO COUNTIES WILL CONTINUE
MOVING WEST TODAY AND HELP INITIATE FURTHER SHOWER AND
THUNDERSTORM DEVELOPMENT IN THE AREA. WITH ABUNDANT MOISTURE IN
PLACE...STORMS WILL BE ABLE TO PRODUCE HEAVY RAINFALL. EXCESSIVE
RAIN RUNOFF WILL HAVE THE POTENTIAL TO PRODUCE FLOODING ALONG
DRAINAGES...ARROYOS AND SMALL STREAMS. ADDITIONALLY...POORLY
DRAINED LOW LYING AREAS AND ROADS WILL SEE INCREASED PONDING OF
WATER. THIS MOIST RAINY PATTERN WILL PERSIST THROUGH AT LEAST
SATURDAY...AND LIKELY INTO SUNDAY.

* FLASH FLOOD WATCH TO INCLUDE PORTIONS OF NM AND TX...INCLUDING
  THE FOLLOWING AREAS...IN NM...LOWLANDS OF THE BOOTHEEL...
  SOUTHERN DONA ANA COUNTY/MESILLA VALLEY...SOUTHWEST DESERT/LOWER
  GILA RIVER VALLEY...SOUTHWEST DESERT/MIMBRES BASIN...UPLANDS OF
  THE BOOTHEEL AND UPPER GILA RIVER VALLEY. IN
  TX...EASTERN/CENTRAL EL PASO COUNTY...NORTHERN HUDSPETH
  HIGHLANDS/HUECO MOUNTAINS...RIO GRANDE VALLEY OF EASTERN EL
  PASO/WESTERN HUDSPETH COUNTIES...RIO GRANDE VALLEY OF EASTERN
  HUDSPETH COUNTY...SALT BASIN...SOUTHERN HUDSPETH HIGHLANDS AND
  WESTERN EL PASO COUNTY.

* SATURATED SOIL CONDITIONS FROM PREVIOUS RAINS COMBINED WITH
  EXPECTED HEAVY RAINFALL OVER THE NEXT 3 DAYS WILL GENERATE
  EXCESSIVE RAIN RUNOFF WITH A POTENTIAL FOR FLASH FLOODING
  ALONG DRAINAGES...SMALL STREAMS...ARROYOS AND LOW LYING AREAS.

* WIDESPREAD AREAS OF RAINFALL OF 1 TO 3 INCHES...WITH A FEW
  AREAS POSSIBLY TOTALING 4-5 INCHES...THROUGH SATURDAY NIGHT.

* NORMALLY DRY ARROYOS AND STREAMS COULD BE QUICKLY FILLED WITH
  FAST MOVING WATER...MUD AND DEBRIS. LOW WATER CROSSING
  ROADWAYS COULD BECOME IMPASSABLE. FLOODING OF POORLY DRAINED
  STREETS AND INTERSECTIONS IS POSSIBLE FOR URBAN AREAS.
