...A FLASH FLOOD WATCH IS IN EFFECT FROM 4 AM CDT SUNDAY TO 7 AM
CDT MONDAY FOR SOUTHEAST OKLAHOMA...ALL OF EAST TEXAS...MUCH OF
SOUTHWEST ARKANSAS AND NORTHWEST LOUISIANA...

.A STRONG UPPER LEVEL DISTURBANCE WILL EJECT NORTHEAST ACROSS THE
FOUR STATE REGION SUNDAY...AHEAD OF AN UPPER LEVEL STORM SYSTEM
OVER FOUR CORNERS REGION THIS EVENING...AND OUT INTO THE NORTHERN
ROCKIES AND CENTRAL PLAINS. COPIOUS AMOUNTS OF LOW LEVEL MOISTURE
AHEAD OF THIS DISTURBANCE ALONG WITH SMALLER SCALE DISTURBANCES
IN THE SOUTHWEST FLOW ALOFT WILL PRODUCE SHOWERS AND THUNDERSTORMS
WITH LOCALLY HEAVY RAINFALL. SHOWERS AND THUNDERSTORMS ARE EXPECTED
TO INCREASE AND BECOME WIDESPREAD SUNDAY OVER EAST TEXAS AND
SOUTHEAST OKLAHOMA...AND SPREAD EAST NORTHEAST INTO SOUTHWEST
ARKANSAS AND NORTH LOUISIANA SUNDAY AFTERNOON AND OVERNIGHT.
LOCALLY HEAVY RAINFALL IS POSSIBLE...FALLING OVER ALREADY
SATURATED GROUNDS FROM HEAVY RAINFALL THAT HAS FALLEN IN THE LAST
WEEK. FLASH FLOODING WILL DEVELOP OVER THE WATCH AREA SUNDAY

  SOUTHEAST OKLAHOMA AND TEXAS...INCLUDING THE FOLLOWING AREAS...
   IN SOUTHWEST ARKANSAS...COLUMBIA...HEMPSTEAD...HOWARD...
  LAFAYETTE...LITTLE RIVER...MILLER...NEVADA AND SEVIER. IN
  NORTHWEST LOUISIANA...BIENVILLE...BOSSIER...CADDO...
  CLAIBORNE...DE SOTO...NATCHITOCHES...RED RIVER...SABINE AND
  WEBSTER. IN SOUTHEAST OKLAHOMA...MCCURTAIN. IN TEXAS...

* FROM 4 AM CDT SUNDAY THROUGH MONDAY MORNING

* SHOWERS AND THUNDERSTORMS WILL INCREASE SUNDAY OVER EAST TEXAS
  AND SOUTHEAST OKLAHOMA...AND SPREAD EAST NORTHEAST ACROSS
  SOUTHWEST ARKANSAS AND NORTH LOUISIANA SUNDAY INTO MONDAY.
  LOCALLY HEAVY RAINFALL WILL OCCUR FROM THE STRONGER STORMS...
  FALLING OVER ALREADY SATURATED GROUNDS FROM HEAVY RAINFALL THAT
  HAS FALLEN IN THE LAST WEEK. RAINFALL AMOUNTS OF TWO TO FOUR
  INCHES...WITH ISOLATED HIGHER AMOUNTS...ARE EXPECTED. HEAVY
  RAINFALL WILL RESULT IN INCREASED RUNOFF AND THE POTENTIAL FOR
  FLASH FLOODING.

* LOW LYING AND POOR DRAINAGE AREAS...ESPECIALLY IN THE VICINITY
  OF RAPIDLY RISING CREEKS...WILL BE MOST PRONE TO FLASH
  FLOODING.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.
DO NOT CROSS MOVING WATER ON ROADWAYS...BRIDGES...AND LOW WATER
CROSSINGS.

YOU SHOULD MONITOR LATER FORECASTS AND BE PREPARED TO TAKE ACTION
SHOULD FLASH FLOOD WARNINGS BE ISSUED.
